Education and Experience:
Bachelors Degree in civil engineering, or closely related field and four years of civil/architectural engineering design and construction experience that includes project management work and experience working with consultants and contractors in area of assignment, preferably in a rail or transit related environment; OR an equivalent combination of education and experience.
Required Licenses or Certifications:
• Possession of a valid Washington State Drivers License.
• A Professional Civil Engineer License issued by the State of Washington.
Required Knowledge of:
• Operations, services, and activities of engineering and construction programs.
• Principles and practices of civil engineering.
• Agency design criteria manuals, policies and procedures, standard contract documents.
• Engineering consulting services and methods including reports, studies, cost estimates, plans, and specifications.
• Surveys, legal descriptions, title reports, and deeds.
• Property rights, outside agency real estate practices, outside agency engineering practices and standards; property acquisition under condemnation, State Laws (RCWs) related to property rights.
• Recent developments, current literature, and sources of information related to innovations and trends in civil engineering design and development.
• Contract and procurement strategies and management principles.
• Collaborating and partnering with local jurisdictions and agencies, utilities, contractors, and community groups.
• Risk assessment and strategic planning.
• Pertinent federal, state, and local laws, codes, and regulations as they apply to civil engineering programs and operations, including municipal codes, design and construction standards and planning documents.
• Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.
• Principles of business letter writing and basic report preparation.
• English usage, spelling, grammar, and punctuation.
• Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
Required Skill in:
• Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.
• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
• Applying principles and practices of civil engineering related to area of assignment.
• Demonstrating a positive customer service orientation with both internal and external clients.
• Performing professional engineering duties involved in the design and development of a variety of engineering projects.
• Applying project management techniques and principles and defining a detailed project scope and control scope as a means of achieving overall project objectives.
• Preparing, reviewing, interpreting, analyzing, and modifying complex engineering plans, drawings, specifications, contract documents, and engineering reports for conformance to professional standards and approved budgets.
• Reading and reviewing parcel maps and assessors' maps.
• Writing and reviewing complex property agreements and easements.
• Administering change orders.
• Presentation development and public speaking skills.
• Applying appropriate oral and written communication techniques to various individuals.
• Interpreting and applying applicable federal, state, and local policies, laws, and regulations.
• Preparing and analyzing complex data and comprehensive reports.
• Applying project management techniques and principles.
• Preparing accurate independent cost estimates
• Working cooperatively with other departments, Agency officials, and outside agencies.
• Monitoring and overseeing program/project operating budgets, costs, and schedules.
PHYSICAL DEMANDS/WORK ENVIRONMENT:
• Work is performed in a standard office environment.
• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery and extreme noise when working in the field.
