The position of Engineering Design Manager is responsible for administrative, managerial, and professional transportation engineering and planning work of more than average difficulty in the alignment of public and private transportation projects with applicable engineering standards and the mobility goals of the City's Vision and Strategic Plans. The employee manages the transportation portion of the City's Development Review Committee (DRC) process under general direction, directly and through subordinate management personnel and engineering and design consultants. The person in this class is responsible for the review of traffic impact studies, proposed development site plans, and strategies proposed to mitigate traffic impacts from development projects. Responsibilities also include the analysis of traffic operational and safety concerns, traffic calming implementation, maintenance of traffic plan review, and associated signing, pavement marking and signalization modifications to the existing road network. The person in this class may lead the implementation of multimodal transportation planning studies, manage the implementation of infrastructure projects, conduct research, prepare and present reports to department managers, the City Manager, the City Commission, neighborhood representatives, external agencies, and others as needed to support City traffic policy and practice. The employee may sign and seal engineering drawings and serve as the Engineer of Record on City infrastructure projects as needed. The person in this class must exercise considerable independent judgment. Work performed is reviewed through direct observation, review of work products submitted for thoroughness and accuracy, and results achieved.
This is advanced managerial and professional engineering work of considerable difficulty involving the design of a wide variety of municipal public works and utilities operation projects and the supervision of a major engineering work group, or the review of private development projects for conformity with applicable codes including Development Review Committee (DRC) engineering plans review coordination, overseeing City permitted work being performed in right-of-way areas and resolving associated right-of-way issues, and management of engineering permit issuance.
An employee in this class has immediate responsibility for the design and preparation of plans and specifications for all types of Public Services structures and appurtenances, or the review of private development projects. Work involves the supervision of subordinate engineering and technical personnel. Work assignments require the application of advanced management and engineering skills and considerable use of independent judgment in developing and completing projects or in the management/review of projects being developed by engineering consultants or private developers. Assignments are received from an administrative superior and are given with general objectives to be achieved as an end result. Overall results are reviewed to assure conformity with engineering standards, applicable codes, departmental policies and municipal regulations.
