This position manages and has primary responsibility for all acquisition services in support of the Laboratory. Acquisition services include, but are not limited to: acquisition planning; market research; award and administration of both cost-type and fixed-price purchase orders, subcontracts, agreements for supplies and services; technology transfer support (e.g. Strategic Partnership Projects and Cooperative Research and Development Agreements); Purchase Card administration; e-Commerce systems; Small Business Program administration; and Purchase Orders to other DOE laboratories. Provides leadership, strategic direction, and operational guidance for the Laboratory procurement program. Also resolves both complex and routine procurement matters at the appropriate level, and ensures procurement actions are executed in accordance with applicable laws, regulations, JSA policies, and the JSA Management and Operating (M&O) Contract.
Specific Duties and Responsibilities:
Maintain a DOE-approved procurement system through leadership, supervision, oversight and technical expertise. Foster a culture of exceptional procurement operations for a team of Supervisors, Subcontract Administrators and Procurement Specialists, through effective and proactive engagements with staff, stakeholders (internal and external), and senior management.
Lead and mentor the department in all areas of purchasing activities and contract administration to drive operational efficiencies, effectiveness, and improvements.
Collaborate with stakeholders such as Project Managers, Legal, and Accounting/Finance throughout the award and administration of procurements.
Develop and maintain the Laboratory’s Acquisition Policy Manual, Procurement Operations Manual, forms and formats, and other supporting documentation necessary to ensuring the effectiveness, efficiency, compliance, and consistency of the Laboratory’s procurement system.
Provide strategy and policy formulation, management, and supervision for those engaged in the procurement processes of the Laboratory (approximately 17 staff members).
Serve as the Laboratory’s chief acquisition specialist and point of contact for all procurement related matters. In this capacity, the Procurement Manager frequently interacts with the highest levels of Laboratory management, legal, and Government personnel to resolve and/or support resolution of complex procurement and technology transfer issues. The Procurement Manager may represent the Laboratory before DOE, GAO, DOL and other jurisdictions relating to claims, appeals, protests and other similar actions.
Develop and manage the Procurement Department budget and allocates resources necessary to effectively achieve mission objectives. In this context, ensures sufficient resources are in place to maintain continuity of operations and that hiring actions are aligned with the Laboratory’s goals and objectives.
Responsible for the overall staff training necessary to accomplish effective award, administration, and oversight of subcontracted work. In this context, identifies and executes procurement training requirements and curricula for Department staff and technical customers.
Responsible for adjudication and formal responses to disputes, protests and claims filed by subcontractors and vendors against JSA.
Ensure effective and compliant award/administration of Cooperative Research and Development Agreements (CRADAS), Strategic Partnership Projects (SPP), and Agreement actions in support of Laboratory Tech Transfer initiatives.
Oversee and report on the Self-Assessment/Balance Scorecard Program through effective use of metrics and Key Performance Indicators (KPI).
Regularly monitor metrics and identify opportunities to drive improvement and efficiencies.
Routinely collaborate with senior management to ensure performance level requirements are met.
Provide oversight for the Small Business Program as required by the M&O Prime Contract.
Perform other duties, tasks and responsibilities as assigned by management in support of Department, Division and Laboratory goals and objectives.
Directly supervises, evaluates and provides training to the Department’s group Managers, Purchase Card Organization Program Coordinator, the Small Business Manager, and Administrative Assistant.
Responsible for the overall supervision, assessment and training of all Procurement Department staff.
Education and Experience:
Bachelor’s in Business Administration, Finance, Purchasing/Supply Chain Management or related degree plus a minimum of 15 years of applicable experience in acquisition and extensive professional and managerial experience in more than one functional area of responsibility. MBA, or applicable graduate education or equivalent combination of advanced education is preferred.
Knowledge, Skills, Abilities:
Expert knowledge of the principles of federal acquisition as they apply to the cost effective acquisition of goods and services, to include construction subcontracting and administration.
Extensive knowledge of laws and regulations as they apply to contracting activity. In depth knowledge of the Federal Acquisition Regulation (FAR) and Department of Energy Acquisition Regulation Supplement (DEARS).
Demonstrated management, leadership, team building, analytical, problem solving, statistical, interface, decision making, and conflict resolution skills.
Strong negotiation skills with a focus on improved quality and reduced cost
Familiarity with sourcing and vendor management
Excellent written and verbal communication, facilitation, and presentation skills
Be a Subject Matter Expert (SME) on subcontracts, purchasing, technology agreements and related policies and procedures.
