JOB SUMMARY The Executive Vice President, Planning and Development reports directly to the President and Chief Executive Officer. This position is responsible for sculpting, defining and advancing short- and long-term transit programs and plans to foster a transit-oriented community. This position plays a key role in the creation of partnerships to guide the future development of Austin and the surrounding area to include transit solutions. Provides leadership to the functional areas of transit-oriented development, service planning and analysis, and sustainability PRIMARY RESPONSIBILITIES - Direct and conduct briefings for senior management, Board of Directors, elected and appointed officials, and members of the public regarding the Authority’s planning activities including long- and short-term planning and transit-oriented development.
- Serve as Capital Metro’s lead liaison with partner agencies including the Central Texas Regional Mobility Authority, City of Austin, Capital Area Metropolitan Planning Organization on development opportunities.
- Responsible for the planning and development for all Capital Metro transit services including fixed route bus, bus rapid transit, commuter rail and innovative demand response.
- Support Capital Metro’s Project Connect Long Term Vision Plan in the areas of land use, P3 development, real estate acquisition strategies and transit-oriented development.
- Maintain relationships with local governmental jurisdictions, private developers, neighborhoods, and other key stakeholders for transit-oriented development activities.
- Direct the development of annual, intermediate and long-range operating plans. Direct long-range regional system planning activities.
- Direct sustainability program including directing environmental system management activities.
- Direct comprehensive operations analysis, data collection, service level adjustments, and service scheduling.
- Direct technical planning studies and service change recommendations that are cost-effective, responsive to customer feedback, and affordable.
- Interpret public policy and recommend urban planning and development activities.
- Work with major institutional stakeholders, business and community leaders, and neighborhoods to develop and recommend innovative transit strategies and programs that help in making transit more attractive and building ridership.
- Direct and manage the annual work program including transit data collection and analysis systems, short and long-range planning, and service scheduling.
- Direct and review the collection of ridership data for the National Transit Database (NTD) annual report.
- Coordinate with area governmental agencies to complete regional planning activities and with internal department managers and staff to ensure consistency with agency mission.
- Ensure a positive safety culture is maintained by supporting the health, safety, and security of employees within the department.
- Compliance with records management standards and company policy.
- Responsible for ensuring departmental compliance with the agency’s Emergency Response Plan
- Perform other duties as required and/or assigned.
RESPONSIBILITIES - SUPERVISOR AND/OR LEADERSHIP EXERCISED: Manages department personnel by planning, scheduling, delegating and overseeing employee work assignments, authorizing, coordinating, and scheduling work with vendors and consultants, conducting personnel actions, including, hiring and interviewing, and overseeing hiring, training, work assignments, and performance evaluations.
