Professional and technical work in contract administration, contract compliance, and management for a wide variety of complex, specialty and/or high-value WUD capital projects. Responsible for planning, managing and coordinating projects from inception to completion. Work involves extensive coordination of project activities with County departments, WUD divisions, consultants, regulatory agencies and contractors. Acts as the owner’s representative for all activities related to the capital improvement program, including municipal relations, permitting assistance and traditional project management activities (i.e., scope development, budget and schedule monitoring, user coordination, program and plan review, contract monitoring, contract change negotiations, field review, occupancy transition and project close-out). Conducts and coordinates special engineering studies or construction projects involving expansion of water, wastewater or reclaimed water facilities. Requires significant independent judgment and decision-making which directly affects all aspects of design and construction projects as well as related funding. Work is performed under the general supervision of an administrative superior and reviewed through conferences, reports, and results obtained.

Bachelor’s Degree in Engineering, Architecture or Building Construction; minimum of five (5) years of progressively responsible experience in public or commercial building, facility or utility design and construction administration. Equivalencies: Related Master’s Degree and four (4) years of related experience OR Unrelated Bachelor’s Degree and seven (7) years of related experience.
PREFERENCE FOR: 10 years or more of project management experience in water/wastewater/reuse public utility system engineering. Also desirable: Licensed Professional Engineer in the State of Florida or currently licensed in another state; Project Management Professional (PMP) Certification; Master’s Degree in Engineering; two (2) years of supervisory experience.
