Lead and direct the Service Delivery Department in support of agency and division goals for service quality and efficiency. Responsibilities include overseeing the analysis and performance of service planning (normal, degraded, emergency, special event, track access), schedule making, operator assignments, workforce utilization, and cost analysis. Additionally, collaborate with Operations and Customer Service to improve schedule reliability, on-time performance and interaction with operators to help identify scheduling issues that may impact operator performance or diminish the quality of service. Direct production of all schedules for bus, streetcar, and rail service, including service for major and special events and assignment of bus, streetcar, and rail fleets among operations facilities. Direct TriMet's workforce utilization and planning for operators.

Perform related duties as required. Essential Functions: - Directs the establishment of goals, major priorities, procedures, and resolution to major problems. Ensures staff compliance with policies, rules, procedures, regulations, practices, and adherence to the working and wage agreement. Direct and coordinate with internal stakeholders to develop system operational planning documents. Develops long-range goals, reports, schedules and strategies. Direct service scheduling functions supporting major special events, disruptions of regular service due to TriMet or other agency construction or maintenance projects and TriMet's Winter Operations Plan.
2. Direct the Scheduling department's preparation, production and distribution of bus, streetcar, and rail operating schedules in both printed and electronic media for operators and other internal clients. Determine operator workforce requirements for vehicle operation, reflecting scheduled service, vacation relief and extra board requirements. Provides direction and makes recommendations to solve complex rail operational issues.
3. Direct the Scheduling department's installation, maintenance and ongoing programming of scheduling systems software for schedule writing, run cutting, and production. Assure continuous support to agency information systems which are dependent on scheduling information, including Bus Dispatch, Rail Control, Trip Planning, Station Management and timekeeping, and Geographic Information Systems.
4. Assign bus, streetcar, and rail revenue vehicle types and quantities by route and garage for optimum service efficiency and performance. Maintain adequate spare ratios during peak service to support maintenance operations. Participate in the development of fleet management plans. Prepare and present reports to executive management and external stakeholders.
5. Direct the Scheduling department's services to the agency's operator support program, including schedule investigation, service analysis, and assistance to Field Operations/Station Management teams to quickly resolve problem issues and provide clear concise communication to the operator workforce.
6. Model and hold staff accountable for exemplary customer service through open communication, performance management and professional development.
7. Stay current on technical advancements in transit service planning and scheduling through participation in peer reviews, committees and other technical groups and associations. Apply new information and techniques as appropriate.
8. Direct and oversee the Station Agent workgroup to ensure cost effective, efficient assignment of daily work assignments in accordance with various policies, directives and the Working and Wage Agreement.
9. Direct the production and execution of operator sign-ups. Ensure accuracy of bids. Evaluate opportunities to improve and modernize sign-up processes and overall operator self service modules.
10. Collaborate with and support service planning efforts led by the Planning and Policy Development Department as may be required.
11. Lead studies, investigations, and analysis at the direction of executive staff. Lead participation or participate in future bus, streetcar, and rail project development planning and technical review. Represent TriMet before public agencies, the business community, labor unions, and the public. |
