The Boulder County Community Planning and Permitting Department is seeking to hire a Vision Zero Program Manager at the Senior Planner OR Planner II level. In this new position, the successful candidate will have a unique opportunity to build Boulder County's Vision Zero program from the ground up, developing and sustaining a data-driven, comprehensive, and proactive Vision Zero program that supports our Transportation Master Plan goal of eliminating fatal and serious injury crashes in unincorporated Boulder County by 2035.
An early assignment will be leading the development of our first-ever Vision Zero Action Plan, recently funded by the USDOT’s Safer Streets & Roads for All (SS4A) program. In this role, you'll perform a variety of complex planning duties and work with a team of planners, engineers and policy makers to advance transportation safety projects. This is a full-time, benefitted position. This position will work 40 hours per weekMonday – Friday with flexibility, with the potential for occasional evening and weekend hours to facilitate or support public meetings and/or attend outreach events. This hybrid position will work both remotely and in-person. Under Fair Labor Standards Act (FLSA) guidelines, this position is exempt. New employees receive an 80-hour bank of vacation at the time of hire, in addition to 8 hours of both vacation and medical leave accruals each month.
Boulder County requires its employees to reside in the state of Colorado as of the first day of work.

Develops and implements a workplan to achieve Boulder County Transportation Master Plan goals, including transportation, environmental, safety, economic, equity and county identity and character.
Develops and maintains an understanding of Vision Zero principles including a data-driven, proactive, and systemic approach with a focus on vulnerable roadway users, and as part of multi-disciplinary team advocates for their inclusion in all aspects of the planning, design, and construction of capital projects.
Leads the development and updating of the Boulder County Vision Zero Action Plan, which includes project prioritization for planning, funding and implementation.
Serves as a project manager or project lead for multimodal transportation planning projects, including alternatives analyses, feasibility studies and concept designs.
Manages consultant activities in all aspects of grant and non-grant-funded projects, including developing scopes of work, purchasing and procurement, establishing and tracking budgets, approving consultant/ contractor payments, grant management and requests for reimbursement, monitoring work progress and ensuring completion of quality work products.
Leads and participates in community engagement processes for transportation planning and construction projects, including outreach to historically marginalized and hard to reach populations.
Plans and leads appropriate internal and public meetings, which also include off-site road safety audits, other evaluations of traffic safety issues and occasional evening meetings.
Assists members of the public, often serving as their first point of contact, by answering inquiries and providing information concerning county policies, procedures, projects and programs.
Participates in internal Boulder County diversity, equity and inclusion (DEI) work.
Serves on technical committees; develops and presents recommendations to policy makers, partners and other stakeholders.
Reviews newly adopted state and federal laws, standards, and grant regulations for relevance to departmental programs and work. Identifies grant opportunities and writes grant applications.
Prepares maps, charts, diagrams, and other visual materials.
Performs other duties as required; may be reassigned in emergency situations.

KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of the factors that influence transportation and land use and the legal and social aspects of transportation planning.

Working knowledge of Microsoft Office (Outlook, Word, Excel, & Teams) and other remote work software (Zoom)
Required Qualifications

EDUCATION & EXPERIENCE: Senior Planner: Education: Bachelor's degree in Planning Engineering, Landscape Architecture, Design, Public Policy or Administration, Community Development, Geography, Public Health, Sustainability, Environmental Science or Studies, Humanities or a related field. Experience: Five years of professional experience in urban, rural, regional, transportation, parks or community planning, or other related field, including at least two years in a project management capacity. Additional related education may count towards required experience.
Planner II: Education and Experience: Bachelor's degree in Planning or related field, such as but not limited to Engineering, Landscape Architecture, Design, Public Policy or Administration, Community Development, Geography, Public Health, Sustainability, Environmental Science or Studies, Humanities or a related field AND two years of professional experience in urban, rural, regional, transportation, parks or community planning, traffic engineering or other related field. OR Education and Experience: A Bachelor’s degree with a minimum of nine college credits in planning related coursework and four years of professional experience in urban, rural, regional, transportation, parks or community planning, traffic engineering or other related field. Additional related education may count towards required experience.
